Pulling a Permit

A building permit must be pulled through our permit portal, CommunityCore, through the Town's Building Department, which is operated by SAFEbuilt. For additional assistance in navigating CommunityCore, please see the Community Core How-To Guide. All permit applications and submittals must be submitted electronically through CommunityCore. Paper submittals are not accepted.

Plan review fees must be paid prior to any reviews to commence on your project.

Paying all Building Permit fees for your project does not constitute the right to work as a Building Permit is required to do any work on your construction project. The approval of Building Department, Planning and Zoning, Public Works, and Fire Prevention must be completed before a permit will be issued. You and/or your contractor will receive an email with the permit once all reviews have been completed.

Complete Permit Submittals Criteria

A Permit is Required for:

  • Roof replacements or repairs
  • Insulation installation (see "Permits for Insulation Replacement" section below)
  • Decks
  • Additions
  • Fences over 7 ft tall
  • Retaining walls over 4 ft tall
  • Installation of water heaters (expansion tank required if backflow is on system)
  • Furnaces and air conditioners
  • Basement finishes or remodels
  • Structural repairs
  • Replacement of windows
  • Detached accessory structures greater than 200sq ft

Commercial Construction

Mountain View Fire Protection District requires that commercial plans be submitted with the plan review application below and need to have building plans reviewed in addition to the separate submittals for the fire alarm, sprinkler and, if applicable, kitchen hood and hood suppression system. For Tenant improvements to commercial spaces, a plan review and final inspection are required.

Permits for Insulation Replacement

1. The permit must be applied for through Community Core on the Town's website.
    a. For the permit type, please select: Misc-Other
2. Contractor’s license will need to be submitted with online permit application.  Industry standards for installation must be met to certify this installation through inspection, and this is achieved by hiring a licensed contractor to complete this work.
3. The installed insulation shall be a minimum of R-60 for ceilings, and R-30 for walls.  This is a standard home construction component and wouldn’t be expected to significantly alter a home’s value.
4. If the work is fire-related, this is a no fee permit. Plans are not required.  With the online permit application, a description is required that briefly states the scope of work, contractor information, and note whether this is a fire-related repair.
5. Xcel Energy is offering rebates on all insulation through June 30, 2022.
6. Inspections are requested through Community Core, and requests received by 4:00 pm are generally completed the next business day.
