The Town Board of Trustees adopted the Town’s budget at their October 12th meeting.

2021 budgets total over $51.5 million.  Because of increasing property values, stable to increasing tax revenues, combined with continued cost control efforts, property tax rates controlled by the Town are projected to remain stable or decrease including:

  • Town General Fund net tax at 7.93 mills – the same as 2020.  The Town has the legal ability to charge up to 12.127 mills, but is again planning in 2021 to issue a temporary mill levy credit of 4.197.  This tax rate is down 10% since 2007. 
  • Town Library tax at 1.50 mills
  • Superior/McCaslin Interchange Metropolitan District tax reduced to 22.97 mills – down from the 2020 rate of 23.85.  Since 2012 this tax rate has decreased 34%.  This will benefit the businesses in the Superior Marketplace 

2021 will be the 18th consecutive year the Town has decreased at least one of our property tax rates.

Utility fee changes include a 5% increase in sewer service/usage charges.  A residential customer will see their bill increase a little month than $1.50 a month as a result of this fee increase.  This rate adjustment is needed to offset increased operational costs, routine system capital maintenance, debt service and other capital improvements anticipated as a result of unfunded State and Federal mandates.  There will be no water or storm drainage increases.  The last water rate increase was in 2017.  The last storm drainage increase was in 2015.  Even with this sewer rate increase, Superior’s monthly residential utility bills are 14 – 23% lower than our neighboring communities.

The 2021 capital program calls for the street maintenance and replacement program (McCaslin and Sycamore overlays, extension of Promenade to 88th Street) to continue at $5.7 million.  2021 water, sewer and storm drainage capital improvements are budgeted at $6.7 million.  The majority of this work is at Superior’s wastewater and water treatment plants.

In terms of parks and recreation amenities, there will be continued significant maintenance activities and improvements at our pools, parks, ball fields and tennis courts.  Tree, plant and shrub enhancements and bench/table replacements will continue, and be expanded, throughout the community.  There will be a number of improvements at Town playgrounds, tennis courts and other facilities.  Following the 2020 pause in Town wide events because of COVID, they will hopefully be back stronger and more numerous than ever in 2021.

The monthly Landscape Fee, used for enhanced landscaping throughout Superior, will increase by inflation in 2021 (or a $.60 - $.90 per month increase).  This is the first time the Landscape Fee has increased since the Town took over this function in 2004.
